John C. Goudie has been committed to the research, development and overview of various forms of paralegal and non-lawyer regulation for 25 years. He has worked at the State of Wisconsin and national levels to develop and promote paralegal regulation and certification in an effort to advance the practice of paralegals and provide for a measured means of qualifications for practice. The goal of such regulation and/or certification is to establish a standardized level of expertise that may be recognized by attorneys, the judiciary and the public in order to allow the utilization of properly educated and skilled paralegals by the legal community as a means of providing cost effective legal services to the public.

John’s presentation will focus on both the historical aspects of the development of paralegal regulation and the current status of states’ or organization’s established regulatory programs and credentials. He will also discuss the future development of non-lawyer programs which are occurring in the United States.
