Summary:  Responsible for concisely summarizing enacted legislation, including, but not limited to bills, regulations, bulletins, and memos.   Determines the applicability of legislation to business units, provides consultation to business units and Compliance Department on the implications of new legislation and regulations.  Supports implementation of departmental policies and procedures. Provides input into workflow improvements that result in better customer satisfaction, reduced costs, and increased efficiencies.

Responsibilities include:

  • Analyze legislation and regulations.  Review law summaries.   Determine applicability of legislation to the business units and draft applicability section to be included in the law summaries.  On occasion, prepare a law summary of federal laws or regulations on employee benefits.  Administer legislative tracking software system by assigning new legislations/regulations to appropriate staff for review. Trouble shoot system errors with system vendor.  Answer questions of staff on system use.
  • Review assigned legislative summaries and determine if actions need to be taken within requisite timeframes. Provide consultation to the business units and Compliance Department as necessary to help determine how to comply with laws and regulations. As needed, perform compliance on self-funded plan documents or insurance contracts and submit filings to the DOI, if applicable, in accordance with business objectives and expected priorities.
  • Support projects, including but not limited to, regulatory research projects, and drafting policy/certificate/plan document provisions which meet business area objectives. Understand project objectives, and provide regulatory guidance or provisions, within the assigned project due date.  As part of research efforts, consult with business area to fully understand business objective and need for regulatory guidance.
  • Review and respond to inquiries from the business units regarding compliance with laws and regulations within the agreed upon completion date developed with the business area.  Provide an easily understandable response, which includes options and potential risk for business area when appropriate.  
  • Coordinate access and training for the Compliance Department’s legislative tracking system and any other application to ensure compliance with applicable legislation.  Support application updates and troubleshoot issues with application to ensure the application is useful to users.
Requirements or Qualifications: 
  • Bachelor’s degree or equivalent work experience is required.
  • A minimum of 3-5 years of experience working with group health and life insurance and/or self-funded group medical plans, regulatory environment and regulations is required.
  • A minimum of 3-5 years of research and analytical skills including knowing how to use resources and seek out new sources of information is required.
  • A minimum of  3-5 years of experience interpreting laws and communicating technical legal concepts to Compliance Department staff and/or business unit end users is required.
  • Prior experience using research software programs, i.e., Westlaw Next, is required.
